Ji Chang Wook blocked the order against Jun Gook Hwan.

On the 31st episode of MBC Monday/Tuesday drama "Empress Ki" (script Jang Young Chul, Jung Kyung Soon, director Han Hee, Lee Sung Joon) broadcast on February 18th, Ta Whan (played by Ji Chang Wook) blocked  Yeon Chul (played by Jun Guk Hwan)'s orders.

On this day, Ta Whan worked through Tal Tal (played by Jin Yi Whan) to get the spy list in his hands and tried to get the workers to persuade them.  At the thought that Yeon Chul was going to take care of that debt, the administrators started to shake at the word that the spies were those closest to Yeon Chul.

On the day that the ceremony was supposed to happen, Yeon Chul put out the order and talked about the crown prince leader the order.  At that moment, Ta whan came out and said, "It's for the emperor to announce the order.  The order is not my intention.  I will step back.  Therefore, there will be no reason that the orders are given to the crown empreror.

Yeon Chul was surprised that Ta Whan had started talking but he was not that caring.  In addition, because there was no evidence, he stood not on Ta whan's side but Yeon Chul's side and Ta Whan faced a danger.  Thankfully the spies all came into the main palace and they all unanimously decided to block Ta Whan's orders.
