The Video Tuner App for Windows Phone 8.1 was launched by Microsoft, which allows users to choose from filters and speed change options in editing the videos they recorded.

The Video Tuner App for Windows Phone 8.1 is a bit more advanced compared to the Movie Moments app that Microsoft has introduced just two months ago, where the latter only lets users cut their video in 60-second miniclip and share it online.

"Video Tuner will be more robust, with the ability to shorten, crop, flip, or rotate video clips, apply filters, and even layer audio tracks. The final cut can be saved to a small, medium, or large file size, and then shared to social networks or saved to Microsoft's OneDrive cloud storage," said Matt Collins, the global director of applications and partner marketing for Microsoft in a statement.

"The Video Tuner application is designed to make video editing easy and powerful, to let users quickly and easily edit a video they've captured," Collins said in PCWorld.

Microsoft's Video Turner app also offers Instagram-like filters and slow-motion video effects, while also letting users layer their edited video with an audio track for background music. All edited video files are saved in MP4 format.

However, TheNextWeb site noted that the Video Tuner App for Windows Phone 8.1 has some limitations such as the MP4 file that a user plans to edit should be recorded on the same device where the app is installed. For now, the app can only be accessed with Nokia Lumia phones operating on Windows 8.1 OS.
