Angelina Jolie has called on world leaders to take action over the crisis in Syria and slammed the U.N. for failing the refugees in the said country.

According to Hello Magazine, Jolie made a plea during a briefing to the Security Council on Friday at the United Nations in New York City.

"We are failing to save lives in Syria," Angelina Jolie, a U.N. special envoy for refugees, told the UN Security Council.

"We cannot look at Syria, and the evil that has arisen from the ashes of indecision, and think this is not the lowest point in the world's inability to protect and defend the innocent."

Mashable reported that the 39-year-old Hollywood actress has travelled to the region for the 11 times since the crisis in Syria began in 2011. Jolie said that about four million Syrians arriving as refugees and have fled the country.

"Nearly 4 million Syrian refugees are victims of a conflict they have no part in, yet they are stigmatized and regarded as a burden," she said.

She added that the Security Council has the power to address the issue of security and international peace, "but those powers lie unused".

"The UN has adopted the responsibility to protect concept - saying that when a state cannot protect its people the international community will not stand by, but we are standing by in Syria," Jolie said.

She said it is "sickening" to see refugees "drowning on the "doorstep of the world's wealthiest content" and added that the world is obligated to provide help to the people.

"If we cannot end the conflict we have an inescapable moral duty to help refugees and provide legal avenues to safety."
