In "D-Day" it was said, "72 hours is the golden time for disasters."

On the JTBC Friday/Saturday drama "D-Day" (director Jang Yong Woo, script Hwang Eun Kyung) broadcast on October 2nd, Koo Ja Hyuk (played by Cha In Pyo) screamed at the government officials for the Ministry of Interior and all other related agencies.  With that, he was upset.

This was because these people had not followed the protocol for emergencies.  The Ministry of the Interior did not use a lot of equipment and kept on pushing off how they were going to use their budget for operations.  Koo Ja Hyuk said, "You all have to first open up the roads.  Without you guys, the electricity, gas, and telecommunications can't go in.  The most important thing is that the roads go in."

Despite all this, the heads of the agencies and bureaus just sat around and did not take action.  They were simply looking at who would take the first stab.  Koo Ja Hyuk said, "You feel uncomfortable with me sitting here, right? Just because you have a lot of money.  The jealousy. After you resolve the situation and there's a congressional hearing, then you're going to go up in flames, right? Seventy two hours is the golden time for emergencies."
