In his new task, he gets a persistent complainant nickname as "Garden Tiger Moth." Many ex-civil servant employees resigned because of how he sent numerous complaints for the past 15 years. He won't stop until his message is not resolved.
Goo Se Ra leaves a normal life but struggles with her finances. Her boyfriend for 9 months works hard 24/7 with Chairman Heo. They hardly have time to go out or spend time together.
Her latest problem is dealing with her mother Sam Sook who put her money to networking agents and gets swindled at the end. She put their house into a secured loan and invested the money in a fraud gathering. She is now seeking from Sa Ra to help solve her problem.
Sa Ra's solution is to sell her motorcycle and add it to her savings for the loan. Her plans didn't work well when a man throws cigarette butts on its leather seat. She was fuming with anger and followed the man's car to make him pay for the damages.
As soon as the car stopped, she reported the incident to the Mawon-gu complaint service center. Gong Myung received the message and went to the address to meet the famous "Garden Tiger Moth".

Sa Ra's number is registered at the Mawon-gu office and her relentless complaints gave her a nickname as "Garden Tiger Moth". Gong Myung is dying to meet the person who keeps him at the office late at night resolving her concerns.
Their first meeting did not end well. They went after for the man responsible for the cigarette incident. They corner an assemblyman and get arrested for gambling together with the police.
The district assembly party gave Sa Ra a recognition for her efforts eradicating crimes and awarded her as a model citizen. The sad part is she lost her job later that day. Sa Ra applied and got a job at the Mawon-gu service center under Gong Myung's watch. She works as a designer for the People Happiness program. With her various skills, she gets assigned to do a stenographer in one of the parliament sessions. With her deep concern for the community, she commented and disagreed with the building construction near to an elementary school.
Her concerns lead her to lose her job at the service center. Gong Myung advised her not to report to work the next day after the parliament session.
In despair to find a job that pays well, she gets interested in an ad sign that says;

Sa Ra is detailed in keeping her complaints in a diary. She ensures that the local community's simplest problem gets resolved by the service center. She upholds justice and detests any discrimination. She lived in Mawon-gu district for 29 years. She felt the post is the place where she belongs.
On the last day of registration, with the help of her good friend they completed all the necessary documents and gathered 50 signature recommendations. She applied as a district representative of Mawon-gu.
